If this is a joke, it's not funny. However... you don't sound much more than 10 now.
You can't have sex with your cousin or marry him because it causes mental and physical birth defects. It is somewhat natural to be attracted to people you are close with and admire at your age. However it is not the kind of attraction that you will feel when you are older and you meet someone and fall in love. You should tell your mom or dad how you feel and ask them to explain to you why this is not acceptable behavior so you will understand that it is not just a preference thing but scientific fact that this is bad and maybe you should ask them to explain to you about sex and reproduction while you are at it.
Curiosity is normal as well and if you are truly 9 or 10 you need to speak with a parent or teacher and clear some things up before you mess some things up.
If you are over the age of 10, you should abandon all thoughts of dating your cousin or anyone else and concentrate all your efforts on learning proper English.

If you are asking if it's ok to be romantically involved with a cousin, then, the answer is NO. Why? because it is spiritually,

Maybe he started feeling guilty about taking advantage of a young girl, who is his relative, and wanted to have a normal relationship.

I don't exactly know what you're saying- I don't think anybody understood that. Sounds like you are jealous your cousin has a g/f and that he doesn't love you. Cousins can't love you in a romantic way, that's illegally and immorally wrong. You can love your cousin and be his friend but nothing more.
