For most loans and grants one has to fill out the FAFSA.
http://www.fafsa.edu.gov

Scholarships:
http://www.fastweb.com
http://www.scholarships.com
http://www.finaid.com/scholarships

You can also use google.
Examples:
scholarships + women
scholarships + health
scholarships + african american
etc... (it works great!)

You can also look into private loans from local banks. And you can look into Sallie Mae.

If your parents make a lot of money but don't want to help with college then you (she) can get legally emancipated. Tell parents it isn't to hurt them just to get money for college. If you do this it'll open up more money (if your parents are wealthy).

Generally the FAFSA takes care of the money one needs to attend college.

There are a lot of financial resources out there. Try doing a Google search: http://www.google.com/search?q=scholarships+grants+loans&start=0&ie=utf-8&oe=utf-8&client=firefox-a&rls=org.mozilla:en-US:official
