get a dragging sled and run sprints with that
if you don't know what that is heres some examples

lift weights....concentrating more on your hamstrings and glutes
Deadlifts....single leg, stiff leg, with a snatch grip
lunges...backward stepping, forward stepping, side stepping

of lesser importance are
Squats
-overhead squats
-jumping squats
-front squats
-1 legged squats

and finally back squats...where your butt comes to your calf

as for calves
calf raises
hill running(also good for your hamstrings and glutes)

My trick is to run on your toes, i mean if your running like 200's or something that may not feel good but running on your toes is suppsoed to make you run faster, also the right posture. Don`t worry about weight or anything cause i weigh more then girls on my team and there like 110 pounds and i`m like 40 pounds hevair and i beat them by a mile. Just don`t focus on it too much and when your running the best way to run is with out a thought in your mind.

Plyometrics, squats, deadlifts, leg press, leg extensions, leg curls, anything thatll build up your leg muscles for 'explosive' starts...

I'd say shave your head, but I guess you're a girl. Try some special clothing.... tight fitting, aerodynamic stuff.
