Wrongfully reporting people seems to be mostly done in this section, that's why I ask it here.
How about if level 6 and level 7 users were giving special privileges to judge reported questions? The question would be transported to a special section which only level 6/7 users can't access. They vote anonimously on the reported questions. After a certain percentage of votes, the question gets deleted or not.
I'm sure level 6/7 users know far more about what's going on on this website than any automated Yahoo control system. And I'm also sure many level 6/7 users would be happy to vote on these questions, because they obviously spend time and effort into Yahoo!Answers.
I'm not sure if this a good idea, if you have some input I'd be happy to hear it. Thanks.

I think another solution might be to simply require more than one report for a report to "count". When someone posts a scam, spams the site with porn avatars, or whatnot, dozens of people report them.
So for legitimate abuse, reports are overwhelming. Yahoo should simply ignore individual reports.

That might work; but an even simpler solution is to require at least 2 complaints, for said offense, from seperate people...this is the same criteria many trucking companies use for call-ins on truck drivers...they really don't start looking closely until the second call is made....Why? because some folks just get angry that a truck is on the highway with them at all...and some just don't understand the proper traffic rules and courtesies and some are just plain "nuts" that get a little attention by trying to ruin someone elses day.

I'm not so sure about this idea. It sounds good and all, but then you'd just have people grinding up level 7s (LOL! That sounds funny, since I play World of Warcraft) just to abuse it. It would still take a while for them, but it'd be doable. And people'd create troll alts just to powerlevel their main account off in some zone that no one cares about (Mythology perhaps?) Heh, I bet we'd even see people selling their level 7 accounts on ebay for hundreds of dollars! Wow! Hmmm...

I think that warning people that their account will be deleted and actually responding to emails regarding violations would go a long way.
I have sent 10+ emails about one violation before and keep getting the stock "Read the Guidelines" bs email. Why even bother?

The main flaw in this plan is that it's easy to get to level 6 or 7 being exactly the type of blockheaded bigot who reports as "abuse" all opinions contrary to his/hers.

The only answer is paid community mentors. If you ask nice I will give you the story of how a very big site went downhill very fast because of volunteers.
$$ is a big incentive to play fair.
