DVD shrink. You cant download it directly from their website so get it here: http://www.afterdawn.com/software/video_software/dvd_rippers/dvd_shrink.cfm
It allows you to modify subtitles, sounds, compression ratio etc... its a perfect program, i use it all the time.

I doubt there are any free that do what you want. you talking about a deincription program. those are usualy $50+
