doesnt matter what breed. Depends on the dog and how its trained. Also, each dog has a different personality

Of course it depends on the individual, but i would assume a poodle would be smarter. Poodles were originally hunting dogs and needed good sense. I do not know much about the origin of chihuahuas but i would think they aren't hunting dogs, as they are toys.

Many people would say without hesitation the POODLE. I own a toy poodle, and at times she certainly is not Einstein! But, again many recognize the poodle as a very intelligent breed. I also own 3 other dogs, as well, and a Pet Sitting & Doggy Daycare business. I have a Rottie, and I think she is very intelligent. But, I would wager to say that if you asked each pet's owner this question, the answer would most likely be THEIR OWN DOG!

I would say Toy Poodle, but actually Border Collies are ranked the smartest dogs over all. The poodle came in second.

Poodles are the second smartest breed of dog. Chihuahuas are ranked 67 in terms of intelligence.

I am pretty sure that the poodle and Chihuahua are the same, but a Chichi is a little snippier. Poodles are a bit more social.

On the I.Q. list from Stanley Coren,
1- border collie
2- poodle
3- german shepherd
4- golden retriever
The chihuahua is way down the list. That's not to say that you can't have the gem of the breed. I've seen dogs that don't even make the top 100 who are incredibly smart.
The I.Q. test for dogs isn't so much based on their ability to do tricks or to follow obedience commands but on their reaction to everyday things like, recognizing a happy or angry look on their owner's face or the manner in which they uncover a hidden treat. It's complicated and timely to set up the testing but fun to watch.
