Where I am from, you make shepards pie however you want. I would say if you put the meat on the bottom the grease from the meat will keep it from sticking to the pan, but if you put potatoes or veggies on the bottom use more oil/butter. Don't feel limited to one kind of meat/veggie. Albertsons sells a great store brand line of no salt added canned veggies that taste great- carrots, green beans, sweet peas,etc.... even tuna fish is good in shepards pie and it tastes great with a little cheddar cheese on top!!!

I have never seen shepherd's pie with corn. I know some people put carrot or pease butthat is mixed throughout the meat with the potatoe on top. However, it would make more sense to put hte corn in betwen the potatoes and the meat, corn inn the middle. I was just in Publix supermarket andthey have arecipe for turkey cottage pie, it is like ashepherds pie with a turkey and golden mushroom condensed soup filling. The turkey and soup had green beans in it, but agin mixed throughout.

Personally, I mix the meat and corn together and top with mashed potatoes. You will need some seasonings, though, or it will be too bland.
You can also put the mashed potatoes on the bottom, then meat/corn mixture, and top with breadcrumbs, cornflake crumbs, french's fried onions, or any combination thereof. This way is yummiest if you add cooked egg noodles and a can of mushroom soup to the meat mixture.

I just made some the other night. this is how I do it.
dice onion and garlic and sate it in olive oil, add hamburger meat and brown. Season meat with salt pepper while browning. Drain. Add 2 packs of dry brown gravy mix and 2 cups water. Add veggies like corn, peas and carrots. Put in baking dish, Top with mashed potatoes and bake about 35-45 mins at 350. I top with graded cheese about 3 mins before pulling out of the oven....it's so easy and very tasty!

Shepherd's Pie Recipe
A traditional shepherd's pie is made with lamb, but feel free to use beef and beef gravy in this recipe.
INGREDIENTS:
2 cups cooked chopped leftover roast lamb
1 tablespoon finely chopped onion
2 cups lamb gravy
salt and pepper
2 cups mashed potato, prepared with milk and seasonings as desired
salt and pepper
1/8 teaspoon paprika
1 tablespoon butter
PREPARATION:
Combine meat, gravy, and chopped onion; season with salt and pepper to taste. Line the bottom of a buttered baking dish with a layer of half of the seasoned mashed potatoes. Add meat mixture then cover with remaining mashed potatoes. Or, meat and gravy can be put in the baking dish first then topped with all of the mashed potatoes. Dot mashed potato topping with butter, sprinkle with salt, pepper, and paprika, then bake for about 30 minutes at 400°, or until potato topping is browned and the Shepherd's pie is thoroughly heated.
This shepherd's pie recipe serves 4.

GOOD SHEPHERD'S PIE
2 c. leftover mashed potatoes or 3 med. potatoes
1/4 c. milk
1/2 tsp. salt
Pinch paprika
FILLING:
1 onion, chopped big
1 tbsp. oil
1 lb. broccoli
1 green pepper, diced
4 med. carrots, diced
1/2 tsp. basil
1 bay leaf
3/4 c. chopped fresh tomatoes or 1/4 c. tomato paste & 1/2 c. water
1 bunch spinach or Swiss chard
1 tsp. salt
Here's a happy home for leftovers. The vegetables will vary according to the season. A small amount of leftover lentil, pea or bean soup may be stirred in with the vegetables.
Unless you have leftover mashed potatoes, steam potato chunks or cook them in fast boiling water until soft. Mash well, adding milk and salt. Save the potato water for bread making.
Cut broccoli into florets and stems. Peel and slice the stems in 1/4 inch rounds. Wash spinach thoroughly and cut into bite-size pieces.
Preheat oven to 350 degrees. Saute onion in oil. Add broccoli, green pepper and carrots, then the basil and bay leaf. Stir well and add tomatoes. Bring to a boil, cover, turn heat to low and simmer for 15 minutes or until vegetables are just tender. Stir in spinach. Add salt.
Put vegetables into a 9 x 13 inch baking dish. Spread potatoes over top and shake paprika over all. Bake for 10-15 minutes, until the potatoes are piping hot.
