Start with your boyfriend's primary care physician to see about getting him to a rheumatologist to help with treatment if he isn't already going to one.
In the mean time check out Arthritis for Dummies as it has a lot of good info in there about where to find things like special grips for pencils, etc (just using pencils as an example).

Heat is a great aid to the pain of arthritis. I suffer from arthritic finger trouble during the winter and the cold is a killer for me so I would say find somewhere nice and warm and emigrate - Australia is good. Alternatively, you can can buy nice aroma therapy oils that exude warmth and these are great for massages and help relax inflamed joints.

Start with a trip to his doctor. He might order an x-ray.
Possibly , a prescription for high strength ibuprophen, stronger than what you can buy over the counter.
