Depends on the store...
It's usually with the dry pasta and rice.
But some stores have it in the "exotic" or "international" foods sections.
Good luck finding it -- I *love* couscous!

In the supermarket that I just shopped at an hour ago there is an entire section of shelving about 2 1/2 metres long devoted
to different brands and sizes of cous-cous and also aromatic Asian rices. Next to it (with smaller display area) are the brands of regular (western and European style) rices.

I'm guessing in the pasta isle. Maybe the rice section. I really don't know what couscous is. My sister made it once, but I'm not sure what part of the store she found it in.

Near the rice.. in the world foods section and sometimes in the deli area. (I think even Uncle Ben has their own couscous.)

Rice aisle - by the rice-a-roni and that type of things. I buy the Mid Eastern brand that is in a white box with brown writing.
