hm...well, first off, talk to him. Ask why he was doing that.....depending on his age, he may just be curious and having fun not thinking anything about it..........does he know about cross dressing/gay/lesbians, etc...? If not, like i said, he may just be having innocent fun. Explain to him tho that he doesnt need to be playing dress-up with your clothes. depending on his age, you may can tell him about cross-dressing and what it means, etc.
Be open with him.....and ask him why

Scare the hell out of him for messing with your stuff without asking first. Then when you think about it and calm down, be nice to him and help him try some things on. You won't influence him either way. Don't let some Hammerhead tell you Otherwise. He might be curious or he might be gay or even a cross-dresser. But right now he is your little brother and he will Always Love You if you treat his feelings with care.
Don't talk about him to anyone and let him make the grand announcement when the time is right or never. Be a good person first and then be the best sister he could ever have been lucky enough to have. Come at life with love and be careful with people. We are fragile, especially when young.

First off try to make him feel comfortable since we know he didn't intend for you to see him like that. Then stay calm and depending on the age you should sit him down and try to find out when and why he began to have these feelings. Remind him that it's OK to have different type of feelings and explain what they mean. It's kind of scary growing up in this world today not knowing if you will be accepted in life or not. He may have been looking for the perfect Halloween costume. Just be gentle.

Hmmmmmmmm, WOW! Lets see..........WOW. Im not very often speech less but YEP Iam now! If he has those kinds of feelings there really is nothing u CAN do or say to change how he feels inside! What would u do if it was your sister getting into your crap? Tell him to get his own panties??? lol Id say let it go and let him be about it ya know? I assume by little brother you mean to say he is really young.You need to tell you parents cause this is serious. Specially for young boys who are growing up with girls. At this age young boys are just are just curious but this is not something you should take it lightly it is serious you need to tell your dad or mum. And my advice to you would be he should be treated like a man from young age and he should hang out with boys his a age or your dad.. This boy needs a male figure.

consider his feelings, dont embarrass him by confronting him about it. you're still going to have to talk about it sooner or later but dont do it when you catch him in the act. on the other hand, maybe he's just curious and he's not gay so dont jump into conclusions because you may be wrong. just consider the many possibilities.

Depends on how 'little'. If he's like 5, it's probably just cute dress-up time. If he's like 14, he's probably struggling with self image. Tell your parents.

I would ask why he was doing it, and try not to embarrass him. Maybe he just wanted to play, or maybe it's the start to a new life style. I would talk to him, and never EVER tell our parents.
