Most colleges won't let you do anything--register for classes, get grades, even check out library books--if you have any outstanding balance. I remember having that kind of problem while I was waiting for a loan check to come through. I think that I was able to sign a paper saying the money was coming through aid, so that I could register. But if you have no way of paying the balance, they're not going to let you take classes.
