The one key piece of information you left out, or need to find out yourself is, "Why the smeg did it take him a year to tell you he had a baby???"
The answer to that question has a lot to do with how you deal with the situation.
The safe, probably right 82% of the time answer here is that you treat him like your brother and show him you love him, accept him and his new(ish) child into your family with welcome arms. Judge not.
That aside, find out why he gave you the silent treatment. If you're tactful, you can find out and show him the love, at the same time.

Just congratulate your brother on the new arrival, and let it go. It's rude of him to not share such wonderful news with his family, but there may have been a reason for him not to. I honestly can't think of one right off hand, but people do stupid things sometimes. Just love that little baby as though he/she was born yesterday. The baby didn't do anything, your brother did.

Where has your brother been all this time?
Now that the baby is here you must certainly accept the child into your lives.I'm sure you must love your brother so welcome him the way you always would. He's you brother !!
I'm sure this has come as a shock to all of you but try to make the best of it.
After all,you are now an aunt and you must be pleased about that. Not to mention that your parents are now Grandparents.Who can't love an innocent little child anyway?
Best of luck to all of you.

Put your arms around him and tell him if he needs any help atall or someone to talk too, you are always there for him. Pat him on the back and ask what the babys name is! He will never forget your kindness and support if you do this.

YOU HAVE TO TOLERATE THE SITUATION, ACT LIKE A MATURE AND ADULT PERSON. YOU CANT DO ANYTHING ABOUT IT, WHAT IS DONE IS DONE.
