State health inspectors have strict rules and procedures pertaining to the temperatures of foods (including hotdogs). This is because they are concerned with the health and well-being of the public at large... not just one individual who is brave enough to risk any damage to their digestive tract.
Hot dogs or any food stuff that is kept at a warm temperature is prone to actually 'grow' bacteria on the surface of foods. This bacterial growth may be harmless or quite harmful depending upon what type bacteria may have been airborne during the previous persons opening the heating unit door.
For more information see the links (pardon the pun) below:
For example from the second source below:
Some organisms, such as Staphylococcus or Streptococcus, can cause skin infections, pneumonia, meningitis and even overwhelming sepsis, a systemic inflammatory response producing shock, massive vasodilation and death.
__
PERSONAL NOTE: The abovementioned bacteria commonly referred to as 'Strep' is highly contagious and could easily grow on a warm hotdog. I hope this helps your understanding of the health inspector's seemingly 'wasteful' act. It only takes 3 occurrences to qualify as an epidemic so be appreciative that someone has skills and proficiencies to prevent the spread of diseases by checking food establishments for potentially dangerous conditions.
Bon appetite!

Yes, but a restaurant has certain rules and regulations that you wouldn't even think of doing at home. Like the exact temperature for hot food or cold drinks. There is a long list and hot dogs are allready cooked so they are not raw. Some hot dog sausages are raw the large brauts sometimes need a real cooking time.
It's all about the serving temperature.

Yes you can eat them raw. They have already been raised to a high temperature and partially cooked to kill bacteria AT THE FACTORY. So you can eat them raw, right out of the fridge.
The problem comes when you cook them again, and let them cool down. The New bacteria floating around in the air just loves this. All beef weiners will grow bacteria faster than all pork weiners. You can keep pork simmering for longer periods of time.. BY HEALTH LAWS. At a minimum temp of course.
You cannot keep cheese out of the fridge for more than 15 minutes. Lots of rules to follow.

Hot dogs are already cooked, and are so full of preservatives and so processed that raw hot dogs are fine to eat, as long as they're kept in the fridge... I used to eat raw hot dogs as a snack all the time as a kid! I'm sure he meant well but it was not necessary.

bacteria grows on things kept at the wrong temperature long enough--ie low or room temp for a couple hours--and this is what causes food poisoning
If they are precooked, they can be eaten cold out of the frig or heated and served
If they are not precooked they CANT be served raw because that could give someone food poisoning
He either thought they looked old and gross, or was just doing his job by the book.

You can eat them raw..he probably threw them away because once something is out of the refrigerator, it needs to be kept at a certain temperature to remain safe and perhaps on "low" that temperature was not met.

The franks you get in packages from the store are usually pre-cooked and safe to eat out of the package. However they really bite like that...
The real question is why they insist on putting ten franks in a package yet only eight buns in a package...?

Hot dogs are already cooked. They don't have to be reheated to be eaten but they taste better.
