I just read a question where someone said that her 17 week old bichon just finished up his shots and she took him out for the first time. I take my pup (also bichon) out now and she is only 10 weeks....is this too early.....she is up to date with all of her shots and is not due for more until April 1st. Is it okay for her to be out?!?!?

Depends on what you mean by out??? If you mean out to go potty then thats fine. If you mean out to show her off to everyone, taking her to the doggie park then thats not good.
You should keep her away from other dogs play areas until she has had all her shots. Pups can pick up to many things being in areas where other dogs have been or are.

It's a dog---- Walk it, Some people don't get any shots for their dogs. Think about it my daughter is three months and don't have all of her shots that's not going to keep me from taking her to places. I would say it's OK just don't let it fight another dog shots or no shots.

Best to wait until they've had Rabies and one last Parvo booster at about 16 wks

Yes its fine i take my shih tzu out all the time and shes 9 weeks and up to date on her shots and my other one we started to take out the day we got him and he loves it outside
