My daughter is submitting two for a photo contest and they are required to be matted but cannot be framed. Does one matt a b&w on black, white, or a color? I really have no idea.

It depends on the photo. A darker B&W will tend to look better with a white border. A lighter is better with black. It also depends on the desired feature you want to highlight in the photo. Match that feature and it will be brought out. Stay away from color.

If you are a visual person, go to a framing store and use their sample corners to get a feel for it.

A good photo store will have photo mats which have a thin black border which edges the photo and makes it stand out. Please don't mat on color it detracts from the photo. A frame store can also do something called dry mounting to the photo which is a thin wax embedded paper on the back of the photo and then it's put in a hot press that looks like a big iron or pants pressing machine. The photo is adhered to a piece of white mat board-never to be removed!
Good luck on the contest

Photo stores would have all types of professional mats that you can use. I would recommend a neutral color if it is going to be displayed professionally (gallery, museum, etc. good colors are light gray, tan white or black. If you put a white border the white in the photo will stand out more, if you use black the black will stand out more, if you use gray or tan the midtones will stand out more). Also they have special paper that you use to iron your photo onto the mat so it has clean lines and lays flat (dry mounting).

Also, place a piece of tissue paper or tracing paper over your photo (same size including mat board) and tape it to the back. Fold it over so you cant see the tape. This is a good way to protect the photo and it looks very professional. ( I do this with all pieces in my portfolio if they are not in a plastic sheet).

I used to use it all the time for my photos and I know you should be able to find all of these at one store.

You can mount in two mats, one in top of the other.
Picture, small Matt, then bigger Matt, on black, the other white, which one first ?, depending on the photo.
