If an arrest warrant is issued, you may well be arrested in another county. It depends on whether the issuing county is willing to extradite you or not. Simply not paying a ticket does not mean you are subject to arrest. A judge must issue a warrant for failing to appear, failing to complete the terms of your sentence or probation, etc.

Yes you can if you do not show up for the court date. If you miss this the judge will issue a bench warrent for your arrest. However the police are not going to stop what they are doing to look for you. So if you get pulled over again they will see that you have a warrent out for your arrest and you will be arrested.
