Depends on the situation.
If you notice she smokes, offer her a ciggie.
At a bar, offer to buy her a drink.
If you are still in high school and she is smart, ask her for some help on a subject you have difficulty with.
If you are at the supermarket/store/mall as her if this (insert product here) is any good.
After you open the conversation, keep it going with a follow up question, you'll think of something.
If she doesn't respond very much, she likely isn't interested, move on and start up a conversation with someone else, don't let one rejection get you down.

what ever you do..be sincere about it. You could be bold and simply tell you that when you saw her, you just had to come over and say hello. Introduce yourself. You could apologize for being so forward but that you really wanted to meet her. Sincerity goes a long way with women. Give her a compliment(once again..a sincere one) if you pour it on too thick, she will see through it and you will look foolish.Don't act over confident, it may come accross as arrogant.confidence is good but so is a little humility.Just go for it.Be polite and a gentleman.

Ask her for the time and then comment that she has a nice watch after she tells you. After she says "Thank You" or whatever, introduce yourself.
