United States Marine Corps Force Reconnaissance (Force Recon) units are special-purposes units roughly analogous to the Navy SEALs, Air Force Air Commandos, or U.S. Army Special Forces and are widely recognized as the "special operations forces" of the United States Marine Corps. Marine Force Recon personnel, or "operators", perform highly specialized, small scale, high-risk operations, such as:
Amphibious and deep ground surveillance.
Assisting in specialized technical missions such as Nuclear, Biological, Chemical, Radio, sensors and beacons, etc.
Assisting in ordnance delivery (i.e., designating targets for close air support, artillery and naval gunfire).
Conducting direct action raids, such as gas and oil platform (GOPLATS) raids and the capture of specific personnel or sensitive materials.
Behind Enemy Lines Assault
Deep Reconnaissance
Hostage/prisoner of war rescue.
Unconventional warfare
Foreign Internal Defense
Counter-Terrorism
Force Reconnaissance units have been recently integrated into the United States Special Operations Command (USSOCOM), and are now part of Marine Special Operation Battalions East and West. However, United States Marine Corps Forces Special Operations Command (MARSOC) won't be fully integrated into SOCOM until 2010. [1]

In plain english the Marine Force Recon is exactly like the Navy SEALS and the Army Special Forces. The only difference is in the training and the mentality of the soldiers. These are the best of the Marines and they are good.

Recon is short for reconnoitering, or basically being a scout - sneaking in ahead of time and seeing what everything looks like.
By marine, I'm guessing you mean part of "The Marines", otherwise you'd be talking about recon in the open water, which doesn't quite make sense.

it stands for Renascence. When a group of soldiers goes out and scopes out an area, looking for the enemy, the ground layout, the number and types of buildings, basically everything about a certain location, then come back and report what is out there, so that the invading troops will know what they are up against.
