That is to not call me during the hours where my minutes are charged. She spends money to call me and that's her talking point when we have arguments over who calls who the most. So what can I do to make her acknowledge me not being cheap. I'm just trying to make ends meet and not have to pay extra fees when she calls.

1) don't tell her and just turn your phone off during those hours...or 2) tell her you can not have your phone on during those because of your boss or school.

Anyone that calls that much has an inferiority complex and needs to "hear your voice" to confirm that you still want her. If you tell a person like that, regardless of the reason, their feelings will be hurt. It is a no win situation.

You don't look like scum to try and save a buck on your calls. She's the one with the long speeches and stories, right? Tell her the truth. Why start having to remember a set of lies? Life is easier when you tell the truth and your memory will thank you someday. Explain it to her as succinctly as you just did in your question. Only an onionhead wouldn't understand the problem. You can speak for yourself. And I can tell you're smart by the way you write. So tell her already. Forget the word cheap and try the word savings or careful with money right now! She'll still let you drill her when you finally get together. Use your head.

Budgeting yourself doesn't make you a scum. If either of you can switch phone plans to make it cheaper for one another (like Verizon having free mobile to mobile as ex.) them go for it, but in the meantime tell her you're just trying to keep your phone bill reasonable. That way you can save money for when you two go out.

Or just say you're not a phone person, you'd rather talk in person. That's not scummy, and if she doesn't see it like that, then you need to move on and not be with someone as clingy or high maintenance like that.

You shouldnt be having arguments bout who calls the most....those are silly. ;-) Explain to her the situation- that you cant afford a high monthly cell bill because ur having probs as it is with money. If she likes ya, she would understand that,
If she doesnt, shes just very immature and you will need to re-evaluate your relationship with her. Is it worth all the arguing over a phone bill??

tell her the truth
it is what it is when you are trying to make ends meet
if she can't understand that then it is her problem, not yours
don't answer her calls if she calls during that time after the discussion and maybe she will get the point
