They can be used for both. If there is just one line, it is usually used to determine the number of vehicles. If it is for speed use, there will usually be two hoses placed fairly close together and speed is determined by the amount of time that is measured betweeen contact with the first and then the second line.

The hose acts like an air puffer, as a vechicle passes over the hose it pushes air to an air activated counter often in a gray field chained to a lamp/signpost. it rather is merely a secure and intensely acurate way of counting how heavy site visitors is on a particular course.

White painted lines that run perpendicular to the roadway spaced approximately a half mile to one mile apart are what are used for aircraft speed enforcement. A helicopter will pick a random car, time how long it takes the car to traverse the specified distance and calculate speed on a chart and radio a patrol car if needed.... just in case anyone cares to know.
