Stoning does not mean indiscriminate stoning. In order to understand the interpretation of Biblical law, you must be familiar with the Talmud. First of all, there must be a trial and you must have two eye witnesses for a guilty verdict. If the judge determines the person to be guilty, he will be sentenced by the judge. The Bible lists the maximum sentences which were seldom, if ever carried out. There were many, many lesser sentences just as we have in our courts today.
In order to carry out a "stoning" sentence, selected persons dropped one huge stone. The Romans used crucifixion, some cultures used beheading, some cultures use hanging, and today we use lethal injections. But ALWAYS after a judge and jury determines guilt!!!
They were real people in those days -- not imbeciles! Unfortunately the movies depict crowds of people throwing stones at some helpless victim. If you want to understand Christianity, study the New Testament. If you want to understand Judaism, study the Talmud.
EDIT: I am astounded by the number of people who misunderstand the Law! Did everyone learn history from the Movies?

When Jesus Christ returns to this earth, one of the things He will accomplish will to resurrect the nation of Old Testament or Covenant Israel and supply them with an opportunity for a relationship with Him (see: Revelation 20th chapter - a series of "resurrections from the dead" are addressed here.) Gos wants to impress upon humans that when people sin - break the rules God instituted, DEATH is the result. God did not allow this, in the sense that He willed the people to pick up the rocks and throw them...
He merely allowed the possibility for it.
I believe it is the mind of man that would make the statement that "God made me do it" or "God commanded it of me."
God does not command us to do anything. He only Hopes we will love him.

People are always asking why did god allow. What it comes down to is people have free will it's people that do things wrong. Don't judge God! The bible says it's for God and God alone to judge us. I wish people would stop trying to judge God and other people! Just stop being so judgemental!

Remember, the establishment of the law was for the Jews only. In the old testament, we read a lot of things that happened and we confuse the issues and place those ugly deeds on a loving God. I believe that had man followed the plan, there would not have been a need for all the laws that were handed down, but because man is so unruly, in his flesh , incontrollable, evil in his heart and mouth -he wrote laws in order to keep order. These laws only backfired on him. So when Jesus came - he had to show them how the law was FULFILLED - but fulfilled in such a way that man was still confused..because he only commanded us in the New Testament to LOVE ONE ANOTHER AS I HAVE LLOVED YOU. and how was that? He loved us enough to forgive us, take away our sin and die for us. We are supposed to put him in front of 'each other as a mirror' and when you see that person in front of you - it's JESUS you are looking at and you have to love them, forgive them of the sins, take it away (don't judge them) and die. (meaning, you die to your own selfishness everyday) Very simple plan, but hard to understand if you don't want to live like and do like Jesus.

God instituted the death penalty. Are you asking why? Certain violations of the Mosaic law required the death penalty. It was carried out by stoning.
