is just saw a youtube video titled [ President Bush - "Islam is a Religion of Peace" ].that video flagged as inapropiate,showing punishments in sharia law such c*t he*d and h*nds,those punishment is really frighten me.i read comments of that video,a lot people say only shia have that law.so ,is it true only shia have such law?

Whether it's only Shias who do this or not, I do not know. BUT I'll tell you this: Don't trust everything you hear/see about Islam, even if the people claim it's Islamic. Make sure you demand evidence that it's Islamic-- I mean, evidence from the Quran and if not the Quran, then at least some RELIABLE hadith.
And youtube?? Come on now, brother. That place is hardly reliable. I'll post ANYTHING up there and claim it's correct to do so, or claim that it's something from Sunni Islam or Shia Islam or something; if someone were to challenge my view and ask me for evidence, what would I say then? If I don't have pure evidence, then I mustn't make such claims.
Now, to answer your questions:
-- According to Islam, thieves (both males and females) should have their hands cut off.
"As to the thief, Male or female, cut off his or her hands: a punishment by way of example, from Allah, for their crime: and Allah is Exalted in power" (5:38).
BUT let's please not ignore the NEXT verse, which says:
"But if the thief repents after his crime, and amends his conduct, Allah turneth to him in forgiveness; for Allah is Oft-forgiving, Most Merciful" (5:39).
5:39 means that even if the repentance isn't sincere--even if it's just a fake repentence to be relieved of the punishment--then he/she must NOT be punished.
-- Cutting head?... Nope. Not permitted in Islam. Never mentioned in the Quran or in any hadith that I know of.
-- Is it sinful if Muslims don't follow the Quranic laws regarding criminals? Yes!! Yes, it SOO is sinful! See, the laws in the Quran are from our Lord, the Lord of all the Worlds and all that's in between them; He created us, so He knows what's good for us and what's not. He knows how we can help ourselves, He knows what will help us better our society, He knows how we can minimize the rate of crimes that occur, ... and so on. These laws are perfectly logical and apply to people of all times--NOT just the 7th century folks when the Quran was revealed. It applies to today as well, even if some of us may foolishly think that some of the laws in the Quran are barbaric. You see, if we really did cut off the hands of the thieves, then not too many people would be robbing me and you and other innocent people. Oh, and this is how it goes: 1) The hands must be cut off by honest judges and such, not just ANYone, you see. 2) There have to be witnesses and such, of course. 3) When they steal something the first time, and their left hand is cut off, then if they steal another time, their "right foot" must be cut off this time. See the point?
But if the Muslims who're supposed to be putting these laws into practice aren't doing their job Islamically, then what can we say? They'll be the ones facing their Creator someday, and they'll be the ones responsible for their own actions and such, and we'll be responsible for our own.
Oh, and I'm Muslim, alhamdulillah. Not Sunni or Shia or anything else, but just Muslim.

I think so. Well, put it this way. I was in Pakistan and witnessed something rather interesting. A boy of about 14 tried to steal a motorcycle from the bazaar, from a shop near our house. The event building next to us was empty, so most of the men in the area who saw what happened dragged this kid there. They had beaten him. And that was all that happened to him. He got beaten and taken to the police station. No cutting of body parts at all. So, I would think it was just the shia. I want to make it perfectly clear that I don't believe in that whole sect nonsense, because the Quran is perfectly clear for me and I don't need books that could have flaws in them (man made) leading my life. So, I have no bias toward either side. But from my observations, I would have to say that the shia part of it is rather violent. I also remember out shopping one day with my sister in law, my father in law, and my husband. A crowd of men came through the street, and people were clearing out of the way. My husband pushed the both of us into the shop and told us not to come out until they had passed. I found out they were doing I think "Muharram". I'm not sure. But they were beating themselves up and tearing their shirts. I was also told that it was the founder of their sect that had killed the family of Muhammad (PBUH) and then cried about it later. Not my own words, I'm only relating a story of experience to you.

Not all shias are extremists. I do not consider myself or anyone in my community to be an extremist. Youtube is not a very reliable souce if you want to look up shia laws. Im not trying to be offensive and forgive me if you feel that I am.

well actually thts mentioned in the quran- translation by yusuf ali about the punishment 4 robbery

[ Al-Qur’an 5:38]
howeva it also says tht if the person repents then u shud leave him/her . sum robbery cases hve happ in dubai but they dint do nethin sinz the robber repented.
edit - cutting the head? does tht really happen? okaaay now THTS too extreme! but u knw wat even sum sunnis can be too extreme.
well as i said if the person repents then i THINK tht he/she shud be given anoder chance.....but if they go too extreme n do sumthin which isnt in da quran then thts transgressin n Allah doesnt like da transgressors n thts sinful.
