He's about a year old and very friendly with my girlfriend and I, but is VERY shy around my roommates, and gets scared very easily in the house.

He's new to house (been here for about a month or so).

How can I get him to open up to my roommates and other guests who come into the house?

I have bought him a crate which he likes ... I keep it in the living room (I'm trying to get him used to the living room ... it's where my roommates usually are).

He sleeps in the crate and never objects to going in there, but he doesn't really go inside of it unless I lead him there ... he prefers the corner of the room.

He takes treats from my roommates, and is beginning to warm up to the other one, but is makes it VERY obvious that he wants little to do with them.

Is it too late to correct this type of behavior?

Keep treat bowl handy,an when friends come over let them get down to the level of the dog and give it a treat and talk to it in a pleasing voice. This should do it if no one scares it.

I have two Bull Dogs - and they have never been scared of anyone. They are scared of the vaccuum cleaner, and the garbage bags that - but not people. A new environment is hard for dogs. Have you tried crate training? That sometimes makes them feel comfortable - like they have their own little space that is safe - and that gives them a more general overall feeling of security and relieves some of the shyness. Also - lots and lots of love.
