Bass are most active in water temperatures at 68 to 70 degrees provided there is enough cover especially when there has been about two days or more of an unchanged weather pattern. Deeper waters are more consistent in temperature throughout the day as long as you find the right kind of structure. Bass will migrate to the shallow waters regularly if the temperature is right and they have enough cover to ambush their meals. Shallow waters are especially great to fish in the early spring and late fall.
I find that windy days are extremely difficult to fish. Bass may have a problem seeing the lure in choppy water and would then rely on their other senses, so fish with some kind of scented lure or live bait if you feel the need to fish when it's a bit on the breezy side.
Catfish also need a consistent water temperature but do not go out of their way to find meals in cover. They normally stay on the bottom where the temperature is most consistent from spring to fall and pick up anything living or dead that they run into. I don't use lures and find chicken liver, crickets and grasshoppers to be especially appealing for the catfish. I leave the bait on the bottom and fish for bass while I wait for the catfish to hit.

When the water gets to 60 degrees or better . I like using cut bait for cats . I have been fishing for bass at night in a lake here in FL . Using a Heddon Pop~N~Image (topwater) and just listening for the bass to hit it since I can't see them . works good on pressured water.

Catfishing you can go whenever they are always on the bottom. Bass fishing you should wait till water temp is somewhere between 50 and 60 degrees

Now is a good time! Watch out for the Bass regulations but the Cats are warming up now here in Michigan Use dead shad,smelt,suckers,(go to any bait shop)they may give you their dead baits.The Cats are feeding on winter kill bait fish right now.

Fish don't care about air temp, but for catfish look for water 55 degrees or so or warmer. Remember that it is probably warmer where the water is deeper, so fish those hot spots. I find dead minnows work really well early in the season when the water is cooler, and chicken livers when its warmer.

Screw all that stuff. Get your bait go out to the dock by the River cast out using a Texan style rig and bust them up all night long.

fish have to eat they will bite all year long. you just have to find them. catfish can be any whare because the oxygen level is high when the lake is cold so they can be deep unlike the summer when there is no oxygen in the lake bottom.
