I'm in Sherman Oaks (the Valley) and need to get a passport.

You can get it done at the post office. They usually even take your picture. Go to www.usps.com and see what branches near you do it. I haven't been to one in LA that didn't accept the applications but not all take the pictures. The LAX office off Arbor Vitae is full service but that's probably too far for you. I'm sure there's one closer.
