Why not get married? The little girl needs stability and a two parent home. If you are going to adopt her make sure you are commited to both her and her dad.

first of all - wait until you are married - the last thing that this child would need is that - God forbid you break up - and then she will be in the center of a custody battle.
2nd) about the mother - you say that "has no rights to the little girl" is it that she has no visitation and that the dad has been awarded full custody or has the court issued a Severance of Parental Rights. It makes all the legal difference in the world.
If you want to know what your legal right are for sure - get the status of the mother confirmed - and then consult and adoption attorney in Kansas - check in the phone book for one near you or on-line and look for "free consultation". I worked for an attorney - and many people had consultations to get direction on what they needed to do to fix what their situation was.
But again I'd suggest that you wait until you are married - and start the proceedings after that - it will make any court more favorable to the idea - the fact that you have legally committed to the dad.

Even if it is legal in your state, I would highly suggest you get married prior to adopting. The child is too young to know the difference at this point. Just continue with what you have been doing.
What is your man's hesitance to marry you? IS it perhaps he wants to be sure you are willing to adopt before he marries you? If this is the case, reassure him the this beautiful child is like your own and you will always love this child no matter what. Adopting a child is a big step, and so is marriage. I would suggest the two of you get married before adding the adoption to your plans.

It might be for the best. The child sees you as 'Mommy" so why not make it official since you and her daddy already have what appears to be a viable relationship.
She needs stability more than anything and, her mother can - one day - get clean, get her head straight and want her back. This would involve court appearances, and a lot of foolishness which could affect that child. Dont take the chance! Do the smart thing!

well look at angelina and brad pit he adopted her kids and they arent married but no you dont have to be married to adopt her
if you have question you can locate the local child protection services and they can direct you in the right way

i would assume you would have to be married, but considering the mother already lost all rights, it might be possible for you to do with out, i would contact a lawyer, you would have to either way and they can answer this question and any other questions you have.
good for you, i am glad you are there for her. a child needs to parents.
