Bidet--originally it was for people who rode horses, more of a Sitz bath for an achy backside. Since that time it has become more of a hygiene item in "upscale" bathrooms. The bathroom will still have a toilet and the bidet (with faucet and spray) is more for cleansing. Not all people take daily showers and baths as most USA households prefer.

It shoots water to clean your private parts...It's not about NOT having a shower, it's about being very clean and Hygienic...Instead of just wiping with Toilet paper (which only smears and still leaves traces of unhygienic bacteria), The water insures you are completely clean after using the toilet....
Wonderful product every household should have....Or at least a hose that sprays water...That is the most effective way in keeping yourself clean...

As Crocodile Dundee said, "It's for washing your backside."

bidet--It's a French word. They're antique, and work like a bedside commode. You have to empty them.
