Usually, they only have the mental capacity of a child. Therefore, they do not know sin as a child would not and are not expected to be at the "age of reason" yet.
I believe that they go to Heaven. They are most likely a child in the eyes of God.

Please define retards. You seem to have a problem with people with reduced mental capacity. Most people with a reduced mental capacity can understand what accepting God and Jesus is about. Those that can not do not understand sin either Perhaps you are one of those people who is learning disabled or mentally incompetent. I used to work with the "retards" or as they should be called, the "mentally challenged." There is nothing worng with them, so why should they go to hell just for being the way that they are? Some of them know right from wrong, and if they do wrong, then GOD will judge them. You do not have the right to.
