unless you have personally contacted the lottery and given them your email address, it is not the lottery.
Lotteries will never ask you for money up front (other than buying the ticket) before you get your winnings.

If you get an e-mail about lottery winnings, it is a fraud. You don't give out your e-mail address when you buy a lottery ticket, do you? And if you didn't buy a ticket at all, then obviously, you cannot be a winner.

Because you can't win a lottery through e-mail. Those e-mails are just scams trying to get your account number so they can get your money. Avoid them and live by the old saying "If it's too good to be true....

if it's too good to be true then i say fraud. many frauds come through email saying "you've won" but you really haven't.
