It depends on the dog.
Some dogs want to play.
Some are warding off competition or protecting their territory.
Some are looking for a, well, snack.
A lot of times, cats can hold their own (we had a cat that used to beat up dogs that chased her -- claws on the nose HURT).
Some cats don't mind dogs -- especially when their raised together, they love a warm sleep with dogs.
Sometimes cats and dogs "mother" each other, engage in bathing behaviors.

Not all dogs chase cats, we once had a dog who was afraid of a cat we had at the time. The dog we have now chases our cats more or less as a type of game, the cats chase him too occasionally. Overall, it's probably more of a territorial thing, the cat invades the dogs territory or the dog just doesn't like the cat. The same situation can be reversed and the cat may go after the dog for territorial reasons or just plain not liking the dog.

We don't have a dog right now but my cats have been around a lot of them because we dog sit when people go out of town, and I have a family who even bring their dogs over if they visit for an hour.
Only one dog has ever tried to chase my cat, and she taught him a lesson fast. The rest that come must know it by looking at her face she is not a cat to mess with because they never have.
My other cat will go so far as to cuddle with any dog that comes in the house. He doesn't care, he just wants lovin's.

Different dogs chase cats for different reasons. Some dogs see cats as prey and sometimes even will kill the cat if they catch it. My cat chaser does not hurt the cats when she chases them, she paws and sniffs at them and gets excited when they hiss and swat at her.
It's best to discourage your dog from chasing your cats. It's stressful for the cats and the dog may end up hurting them. I try to give my cats safe places where they can get away from the dog and I also scold or completely prevent her from doing it if I can. Unfortunately chasing the cat can be it's own reward, so it's not the easiest habit to break.

My male likes to chase cats just for the fun of the chase. Once he gets them cornered, he yells at them a little then backs off and waits for them to make a break for it for another game of chase.
My female on the other hand..... let's just say it isn't pretty.

My friends cat chases my dog!
My golden growing up would chase the neighborhood cats catch them and lick them as if he was their mother.

The dog chases the cats cause he is stupid and when he catches them he gets claws in the nose. My beagle is so dumb, the cats have clawed him many times and he just comes back for more, you would think he would learn!
