Nobody here can decide where a Latin American should immigrate. Latins can make the decision by themselves following the proper immigration procedure of the chosen country.

If they can do it legally within our existing quotas, they are welcome to come to the US. If they can't....well, I'd be shy of saying 'go to Spain' if Spain hadn't recently joined Latin America in calling for us to open our borders to Latin America. If they like it so much....
