Only 1 person can claim any individual as a dependent.

Your father can file a joint return (not claim her as a dependent). In general, that would prevent you from claiming her as a dependent. There are exceptions.

See page 20 of the instructions for form 1040. You have to provide over half her support. Your mother would have to have less than $3300 of gross income. Page 21 discusses the issue of joint returns.

Your mom can only be filed as a dependent once. Both of you cannot claim her; only one of you can.

Only the person that provides more than 50% of her expenses can claim her. That would probably be your dad. She can only be claimed on one person's return.
