If you are just having sex you do not feel attached to the other individual and do not kiss. You use them.

If you are making love you have feelings for the other person. It is a mutual act rather than an act of using another. And, you kiss.

Kissing is an intimate act. You dont normally kiss without passion thrown in. And if you kiss with passion , the act of sex carries more meaning, more depth, more closeness, more intimacy, more belongingness.
Sex, without kissing is mechanical and not real.......... Kissing not just for the heck of kissing, but to be intimately involved is very important.

As a girl, I feel that kissing during sex is very important. It is very simulating and puts a little bit more excitement in the moment.
