First off, hire a union operator from the IUOE hall,

then the basket and all rigging will have to be OSHA approved

Use a certified crane, with all permits

all personel will have to be safety trained to work from highths wearing a safety harness

you will also establish communications either by radios or signalmen

more requirments maybe added later

If you have to ask here, I'm not getting in the basket. Hire an experienced operator.
