I would like a sit down dinner for 60ppl on august 11 but i have a tight budget. Can you reccommend a restaurant or banquet hall with a view?

Here's a left brain idea. How about a restaurant cruise? It's cheaper than any restaurant, and the view is incomparable. I'll include a few links.

Any place with a view in NYC is going to cost a hell of a lot. The only place that I can think of that isn't in the class of most of the restaurants with views is The Terrace, which is up at about 116th street. It is not a bad neighborhood, it is located on the campus of Columbia University. I have been to two weddings there and they have both been outside and wonderful. But, they were not cheap, but they were certainly cheaper than any other place in the city with a view.
You might want to try finding a loft space that rents out that would have a view, somewhere downtown. I know there are someplaces that aren't too expensive. Look in New York Magazine, in the back for some ideas.

You can try restaurants in NJ. I suggest Edgewater, NJ (http://edgewaternj.areaconnect.com/restaurants/). They have a great selections of restaurantsfrom small to large. Call with plenty of time ahead so that they can accomodate you. For infor,mation on Edgewater: http://www.edgewateronline.com/.

You can try Jersey City, NJ. (http://travel.yahoo.com/p-travelguide-5039095-jersey_city_restaurants-i) this site has a map so you can see which are close to the water. There are many links online. What's best than to have a view of NYC!!! You cant do that while dining in NYC. I found this online also. It might be a bit expensive but it's right on the Liberty State Park.

you prob aren't going to get a view for a tight budget in NYC. your best bet is to research restaurants you like in NYC - that have menus that are within your price range - and then call and ask if you can rent it out. look in the zagat book for basic info and then call around to find out their availability and size. and make appts. to come in for a tasting and check out a few options. good luck.
