Ask the child's pediatrician. The legal limit varies by state yet there are medical guidelines as well.

Generally, when the child is over 20 pounds AND is at least one year old. Since car seats vary, you may need a different rear facing car seat model to accomodate him or her if she gets too long.

There are convertible models which you can use initially as rear facing then turn around to be forward facing once they are big and old enough.

Your child is ready to get out of the carrier carseat, but is not ready to go face-front. Go with a convertible. They move from rear facing to front facing (at one year) and have a lot of height and recline options. With a five point harness. I have a Graco triumph and my son loves it. I will hold him until he's 45 pounds, which is great. It fits nicely and safely into both our cars. Be aware of how your back seatbelts work. If they auto retract and lock, that's great. If they do not lock, you'll have to make sure to use the locking clip that should come with your car seat (it might be attached at the back or bottom of the seat. If you need help installing, go to your local sheriff's office or fire department.

You can't use a seat front facing till your child is one year old AND 20 pounds. Your baby will "outgrow" the rear facing seat at 30 inches.
I suggest you get a seat that can be both front and rear facing. We bought the Britax Marathon and LOVE it. Our daughter was right around 6 months when we bought it. It is rear facing and we had her that way till 11 months. We turned her around early (for everyone's sanity).
It's expensive, but a GREAT seat. Very comfortable and she just loves it.

Children should not front face until they are 20 pounds and 1 year old. My first baby was long, too, but we found a convertible car seat that could be installed front and back facing. She used it until she was big enough for a booster. I believe that it was made by Graco

1 year and the child can sit in a forward facing seat. If you child is still in a infant seat then you just need to get a bigger car seat. I think the one I have is a cosco forward and rear facing. You can press a button on mine to adjust the shoulder strap.

"All infants should ride rear-facing until they have reached at least 1 year of age AND weigh at least 20 pounds. That means that if your baby reaches 20 pounds before her first birthday, she should remain rear-facing until she turns 1 year old. It is best for children to ride rear-facing to the highest weight or height allowed by the manufacturer."
However you also have to check the label on the car seat to determine if it the correct one for you baby's height/weight.

I know he is tall but you have to wait till he is one years old and atleast 20 lbs. That is at least the law in New York. Also you might be able to ask your doctor about it!!

your state law will tell you for sure. most states it is one year. they pick this age because the child's neck muscles are more likely to be able to withstand an accident
