if she showed any sign of liking you well then yeah..
But some girls are good a hiding it so give it a shot anyway... the worst she can say is no, and you'll get over that.

A flower with a note attached. Roses are good but any flower would do. Write a little something about what you like about her. Her style, her smile, her laugh, her eyes, her peronality...or everything, tell her.
If you're in high school, put it on her locker or have it delivered to her in class.
In college? Dorm room door!

Seriously, the only way to do it is to come right out and say it. If you're too shy, try writing her a letter or leave her a voicemail message.

Take her out on a date, bring flowers and chocolate, and then after the date say you would like to see her again because your interested in her. Then she will surely know you have feelings for her:)

be very nice to her, make her laugh, ask her out, and just say you think she's special. keep it simple. when you walk her home or something, you just say it, don't do anything else, look into her eyes, say it, then do nothing. she will come to you, and you can take it from there.
