I suppose that would depend on the device, from an electrical outlet, (wall plug), safely would be not pulling on the cord to unplug, in a computer it most likely means shut id down before removing any of the peripherals.

take for instance you want to work on any electrical or electronic device you need to insolate power or electricity to the device by way of switching off the breakers which cuts off power between the feeder line and your home,this is in case you are working on a stove or unplug the cable from the socket outlet of the unit you are working on.this is done so that you can work safely.
