where could i get picture from hotel guest who leaves before stated departure?

It depends on what you need it for, if you work with the hotel, etc. If you don't work for the hotel or an affiliated company, you may have a hard time, of course police and things like that would be able to obtain more than a regular guest or something like that. Your best bet is probably the security camera, I don't know of many hotels now adays that don't have them, so it shouldn't be too much of a problem, if you are able to get the tapes.
