Both sections 861 and 911 define the sources of income. 911 defines US sources of income & 861 defines non US sources of income.
The purpose is to prevent double taxation of income that is subject to tax in more than one country.
Neither statute defines gross income or declares the taxability or non-taxability of any income.
The IRS, Congress, & many other very important people have made statements & clarifications that this 861 claim that US income is not taxable is bogus.
But, I will agree with the answerer above, talk to Larken Rose when he gets out of prison....(remember...he's the man that DARED the gov. to put him in jail for tax evasion...& guess what? They DID!!!)
