No. It isn't part of the Catholic church.
Some aspects of it are catholic-like, in terms of practicum and ostenisbly in dogma and ritual, but it is by no means part of the Catholic church.

The Byzantine Church is now the Greek Orthodox Religion. They are not bound by the Pope and are, in fact, at odds with the Catholic Church on many issues. The Bishop of Constantinople and the Eastern Roman Emperors were the heads of the Byzantine Church until 1453 when Constantinople was lost to Islam. The Church rebuilt itself within the relative safety of Russia and the Slavic world but was suppressed while the Communists ruled.

what is commonly called the Byzantine church is a family of churches that share a common ancestry in Byzantium (Constantinople). Some parts of some of these churches are under the pope such as the Ukrainian Greek Catholic Church, the Melkite Church, etc. In the US one will hear the name Byzantine Catholic. These are all byzantine churches that are under the pope.
Most byzantine christians are not under the pope: they are called Orthodox.

No. The Byzantine church, or the Eastern Empire, especially after 395, when Honorius became emperor in the east and Arcadius emperor in the west, thus making permanent the split in the Roman Empire. Therefore it is not under the Pope.

It was at one time, but as the Roman Empire split, so did the Catholic church. The question of papal authority was one o the arguements between to the two halves of the church. It finally came to a split between them in the mid 11th century, which resulted in what we today consider the Roman Catholic and the Orthodox churches.
Today, the Orthodox churches do not recognize the authority of the Pope.
