Actually, cell phones can be tracked to some degree, and your service provider should be able to do it. In order for the cell phone to work, it has to connect with a tower, and the network will know which tower a specific cell phone is connected with. This will at least narrow down the area.
If there are multiple towers in the area, and each can see the cell phone, as well as it's signal strength, then it's possible to triangulate the position of the phone. This is done to determine the source of radio type of broadcast, such as ham radio and such, however I don't know if it has ever been done to locate a cell phone.

No, the vast majority of cell phones do NOT have a tracking device in them. The cell company can find out the general area it's in IF it's being used at the time, by seeing which cell site it's sending to and receiving from -- depending on the density of cell sites, that area could be anywhere from a block or two up to many square miles. Those shows on TV that show people tracking somebody by their cell signal -- just TV fantasy. If you ask the cell company to try and locate it, they're gonna charge you...a lot :) Just call them and tell them it's lost, they'll deactivate it so nobody can run up your charges, and then get a new phone. Much cheaper and easier.

It is possible for the phone company to establish the location of a cell phone to within a few feet. However they are only going to do this if they get a court order.

I'm sorry but theres not. Your best bet is to call the company and shut down your service.
I tried to do that for Verizon and they did not have that feature. They can tell you what thelast call was from the phone though to see who has been calling people.

The police do not. If the phone has GPS features, the phone can be pinged by the cell company but the accuracy will be in question.

Call your cell phone service provider, they should be able to track it. Unless you have turned the tracking service off, of course.
