What are you fishing for?
If you're just fishing for anything, worms are the closest thing you'll find to a 'best bait'.

Yep, you can't really beat the good ole worm. I also buy the $1 packs of sardines, anchovies, or oysters for good bait. You can also go to your local grocery store and pick up some old chicken liver for free (great for catfishing, pike, muskie, carp....I've even caught trout with chicken liver).

For the absolute best advice on baits for your area go to the local tackle shop at the lake and ask to speak to the "Master-Baiter" ! He should know ! LMAO !
