I don't think there is a such a term, if there is its probably very localised to one region. Are you sure you don't mean pen-pusher? That is a slang term in britain for beauracrats, especially the ones who come up with these stupid ideas about stuff that they obviosuly have no clue what they are on about. Things like Winter lights etc
