While you would have to examine the specific laws of your state, I can tell you that I'm fairly certain that they are not illegal for a civilian to wear a bullet proof vest in Maryland.
I regularly go deer hunting in Maryland and wear a surplus flak vest to help ensure my safety if I am ever accidentally fired upon by another hunter. While this has yet to happen, it never hurts to be prepared.
Hunters in Maryland are regularly "inspected" (harassed) by Maryland Division of Natural Resources [MDNR] Officers who look for minor technicalities that they can use to fine the hunter. This includes such ridiculous actions as fining a hunter for failing to remove the firing cap from his rifle after 6:00 even though he had but a saftey cap over it.
I have been subjected to multiple such inspections while wearing the flank jacket and have never been informed that it is illegal.

It depends on your state. I am an officer in Illinois, I can tell you that it is illegal to wear body armor, bullet proof vests, and kevlar that is designed to stop projectiles (in IL). Look at;
720 ILCS 5/33F in the code book it is actually titled UNLAWFUL USE OF BODY ARMOR. Cover yourself by looking into the law. Just don't listen to people.

Not only is it legal to wear a bullet proof vest, it is required in some parts of Detroit and L.A.

Depends for what. Safety is allowed. If you rob something no. I am a police officer and not only do we were them. Were i work i kn8 of over 20 people that use them for protection.

why would it be, you'll probably get a lot of unwanted attention from the police, I wouldn't wear one in a bank or airport.
