Definitely take down the license plate number and description of the car.
I will almost always say something. I started to be more careful about saying something though after one incident. These two women were in a car and a toddler was in the backseat standing up. Their window was down so I told them to be resposible and put the kid in a carseat. The driver screamed at me to mind my own business, then proceeded to chase me through the city streets. Finally, I had enough and pulled over, then she did too. I got out of my car and basically let her know that I didn't want to hurt her but she brought it on herself (in not so nice of words). She drove off. I called the police, told them what happened, and gave them a discription of her and the car.
I saw her again a week or two later and guess what? Her kid was in a carseat.
But like I said, since then I think twice before I say anything.

I see it here all the time - if I would give every parent a piece of my mind or call the police, I'd be busy 24/7. It's a huuuuge pet-peeve of mine. Parents are required by law to buckle up their kids, but a lot of them just don't seem to care.
We are considered as overprotective freaks, as DD haves a real booster-seat and is actually correctly buckled up in it. It's a pain, as we have to be very selective about who's allowed to transport DD in the car (think playdates or activities with her friends). We mostly volunteer to haul the kids around, as we have a spare carseat for this very purpose, unless we know we can trust the other parent.
At school dismissal, I see it every day, how the kids just get in the car, not buckled up and off the parents go! GRRRRR!

I actually called the police on a woman who would leave our daycare center with her 2 year old in the front seat...not even strapped in. I don't know for sure if she was pulled over, but the next day her child was securely strapped in the backseat before she left the daycare!
I have heard the excuse that the child doesn't like the carseat, but the parents need to realize that safety isn't a matter of like or dislike, it's a must!

no, take down a discription of the car, the direction it was heading, and if you can the licence plate. Call the local athorities or 911 if you do not know the local number. Then report. You do not want to have an altercation with someone as you never know if it will turn ugly.

Of course, you don't want the lady to get crazy and angry at you, but yeah tell the lady and also her kids, tell them to sit down and buckle-up.

i definately would have said something to be honest haha.
those kids could get a little to roudy and fall out or something. or start jumpin around and hit something wrong. or distract the driver. so yeah, i definately would have said something.

i would not go so far as to call her the idiot she is but indeed would have asked her if she was aware her kids were out of theirs. maybe she was in la-la land.
