1 - post a simple notice wherever you can and find others to share in the project and toss it around. plan a meeting and see who shows... you might be amazed! I sugg. putting a phone# on the flyer. if you are uncomfortable to do it then use an email address.
2 - find a sponsor by going around to businesses and asking for a product donation that you can use to raise $.
3 - need a location? ASK?

Start your charity event with the simplest act. i.e. with the permission of your college. Gather some of your friends within the college and explain about your idea. Target the poor children, especially the street children. Let each friend donate some children's clothes; provide a Peggy bank where each one can drop some cash. Towards the end of the year, use this accumulated cash to buy some food, toys and little presents to go with the children's clothes for the poor children. Organize a Christmas party for them.

A good place to start is to find campus organizations or clubs that would have a similar purpose or interest to your proposed event.
Some of these campus organizations have a structure already in place for interacting with the college media, advertising events, signing up for space, etc. You can "plug in" to their resources if you can get them excited about your idea.

Contact your local volunteer center!! They're partnered with basically all the nonprofits in your area. They will be able to provide you with information about the local non-profits who would LOVE A charity fundraiser.
You may also want to consider raising funds to promot the Volunteer Center itself. People don't think about it, but they're a neutral player. They recruit volunteers and place them in roles where they're helping the community at large. Giving them extra funds to further their mission means they you're indirectly supporting every single agency/organization that your volunteer center is partnered with - from animals to battered women to inner city schools to senior citizens!

just climb the highest peak in your area, and shout that you want to make a charity event. there must be someone will get you.
