Do you mean an N-400 Application for Naturalization? You should tell the truth. Question 15 - 21 are very clear, and you are allowed to explain. But don't leave out anything that they have clearly indicated should be included, such as every crime you've ever committed even if you weren't arrested, and every conviction - regardless of whether it was later expunged.

what the hell is an 1-400 immigration application ?
sounds like an application for a Mexicans cousins and 33 sisters and uncle Juan to visit for life!

for sure yes. expunged or sealed records are not available to employers but are available to Law Enforcement (if youre wanting to be a LEO) and also to INS.
