Not in this section. Monolingual English speakers freak out and think you are badtalking them. In order to post questions in those languages, you should use the YR of that language.

It is forbiden by the rules, but it is often tolerated, as I have seen many questions in other languages remain for days without being deleted.
In the french YA, on the contrary, the average lifspan of a question in English is some 4 minutes.
(of course you can always ask it in the spanishes and chineses YA clicking on their flags in the bottom of the screeen)

It seems like they can't be which is a shame. Yahoo fail to recognise that people may wish to practice using foreign languages in other countries. I can also understand how it would upset the majority of English users who can't speak other languages.
So why not make another section where you can ask such questions?

Of course you could; it simply depends - usually - on the country you are "in" in Yahoo! Answers, for obviously it doesn't make sense to ask something in French to the Chinese community (of very probably Chinese mothertongue) :-), except when you know yet someone you are writing to.

I think it's against the guidelines, unless you are on the Chinese or Spanish answers site.
