Here is what I found out...Yes you can, unless you thawed the meat by using the cold water method or if you first defrosted it in the microwave.
Refreezing
Once food is thawed in the refrigerator, it is safe to refreeze it without cooking, although there may be a loss of quality due to the moisture lost through defrosting. After cooking raw foods which were previously frozen, it is safe to freeze the cooked foods. If previously cooked foods are thawed in the refrigerator, you may refreeze the unused portion.
If you purchase previously frozen meat, poultry or fish at a retail store, you can refreeze if it has been handled properly.

Change the water every 30 minutes. Cook immediately. Do not refreeze ground meat thawed in cold water or in the microwave oven.

I always refreeze beef which I've thawed and cooked and have never got ill. Officially you shouldn't because apparently it can make you ill. have no idea why though!

A definate NO! It is dangerous to your health to refreeze ANY meat, poultry or fish. Cook and enjoy it instead!
